Blue colored lots indicate non-taxable property in downtown Rockford in 2010.		 The Rockford Property Values Study analyzes the investment challenges for redevelopment in downtown Rockford, Illinois, that stem from the property valuation and taxation process.

Despite increasing investment in downtown Rockford properties, largely due to historic tax credits and TIF financing, market values have remained, at best, stagnant. Further, buildings in downtown Rockford have lower market values than similar buildings in other cities.
